This is a list of 32 bit shareware/freeware Windows NT applications. Many of these are actually written for Windows 95 but they work under Windows NT anyways.
NTEmacs
A port of the all mighty UNIX emacs.
Some useful info for emacs
ispell40.zip
This here is ispell for MS-DOS. But it works great with Emacs 19.30.1. I haven't tested it with 19.30.0 but that should work fine too. Small caveat, you do need to go into your %emacs_dir%\lisp directory and copy ispell4.el to ispell.el and ispell4.elc to ispell.elc. You might want to save your old ispell.el and ispell.elc first.
